Overview
We are hiring a Head of Pre-Contract for a leading interior fit-out contractor in Dubai, specialising in commercial, hospitality, residential, and mixed-use interior projects across the UAE. The role is responsible for leading the pre-contract function, managing tenders, cost planning, and ensuring smooth handover to delivery teams while acting as a senior interface with clients, consultants, and internal leadership. This role is ideal for a UK-qualified Commercial Manager or Pre-Contract Lead looking to relocate to Dubai.
Job Responsibilities
- Lead and manage the full pre-contract and estimating function across multiple projects
- Develop tender strategies, pricing models, and bid positioning to win projects
- Oversee cost planning, preparation of BOQs, risk analysis, and value engineering exercises
- Act as the senior interface with clients, consultants, and internal leadership teams
- Ensure structured and seamless handover from pre-contract to delivery teams
- Review and approve tender documentation, proposals, and contractual submissions
- Monitor pre-contract KPIs and ensure alignment with company targets and standards
- Collaborate with project teams to align scope, budgets, and timelines before award
- Support negotiation and clarification meetings with clients and consultants
- Mentor and guide pre-contract staff to enhance team performance and capability
Job Requirements
• Proven experience leading pre-contract, estimating, and tender functions in interior fit-out or construction projects
• Strong knowledge of cost planning, BOQs, risk analysis, and value engineering
• Ability to develop tender strategies, pricing models, and bid positioning to win projects
• Skilled in managing client, consultant, and internal stakeholder relationships at a senior level
• Experience ensuring smooth handover from pre-contract to delivery teams
• Strong leadership and mentoring skills to guide and develop pre-contract staff
• Excellent commercial awareness, negotiation, and contractual review capabilities
