WorkaPanda currently representing a leading airport operator and aviation services provider in Dubai, delivering one of the largest and most advanced airport-related facilities globally.
The organisation is embarking on a multi-year capital investment programme, spanning large-scale construction, industrial facilities, and digital transformation projects in preparation for future airport operations.
This is a senior, client-side role with a core mandate to establish and lead a Project Management Office (PMO), bringing structure, governance, and consistency across a complex portfolio of built-environment projects.
𝗞𝗲𝘆 𝗥𝗲𝘀𝗽𝗼𝗻𝘀𝗶𝗯𝗶𝗹𝗶𝘁𝗶𝗲𝘀
↳ Establish and lead a centralised PMO across multiple capital projects
↳ Define governance frameworks, stage-gate processes, and delivery standards
↳ Integrate cost, schedule, risk, and reporting into a single controls ecosystem
↳ Develop and manage programme-wide master schedules and cost baselines
↳ Lead programme controls, risk strategy, and performance reporting at executive level
↳ Oversee multi-site delivery including industrial, logistics, and operational facilities
↳ Coordinate consultants, contractors, and internal stakeholders across disciplines
↳ Partner with digital teams to implement real-time reporting and decision tools
↳ Support leadership with strategic dashboards, insights, and mitigation strategies
𝗞𝗲𝘆 𝗥𝗲𝗾𝘂𝗶𝗿𝗲𝗺𝗲𝗻𝘁𝘀
↳ 15+ years’ experience in programme management, PMO, or project controls
↳ Proven delivery of large-scale, complex capital programmes (aviation preferred)
↳ Strong background in EPC, Design-Build, and Design-Bid-Build environments
↳ Demonstrable experience establishing PMO governance and controls frameworks
↳ Advanced capability in cost, schedule, and quantitative risk management
↳ Experience managing senior stakeholders and executive-level reporting
↳ Background in airports, infrastructure, logistics, or industrial facilities highly advantageous
↳ Strong leadership, communication, and strategic planning skills
